Dr. Md. Emdadul Haque Talukder, Son of Ekram Ali Talukder and Mazu Bibi was born in Kotalipara Upazila Gopalganj district on 28 February 1965. He graduated with Doctor of Veterinary Medicine (DVM) from Bangladesh Agricultural University, Mymensingh in 1985. He joined BCS (Livestock) Cadre as Veterinary Surgeon in December 1991. Since then, he has been serving in the Department of Livestock Services (DLS) in different positions including Scientific Officer, Veterinary Surgeon, Upazila Livestock Officer, District Livestock Officer, Principal Scientific Officer, Livestock Research Institute, Mohakhali, Dhaka, Director Administration and currently as Director General.

He is the former Project Director of Department of Livestock Services Capacity Strengthening Project.

He visited Thailand, India to experience in Zoonotic Influenza Surveillance, Advanced Livestock Technology and Extension Services, Dairy Farm Management, Dairy Cooperative operation, Milk Processing, Product Diversification & Marketing.

During the period, he delivered professional services in different areas like Livestock Extension and health services, Dairy Development (Specifically Breed Upgradation through artificial insemination), Development and quality control of biologics and Mobile Court operation for Food Safety etc. He also worked for Market chain/Value chain development, Livestock related livelihoods development, Entrepreneurship development, Local Service Providers development, Income generation and Innovation activities through different programs throughout Bangladesh. He Maintains a close liaison with Policy Makers, Ministers and Ministry officials, Donner Agencies NGOs, Corporate Companies, and Electronic and Print Media.
